I left the Gaol to my successor in a smoothly working institution, laid out with discipline and regulations.
As Marine Magistrate, Harbor Master, and Emigration Officer, I have carried out several improvements in the working of the Department, kindly acknowledged in the Colonial Secretary's Official letter, attached (Enclosure No. 15).
I allude to these particulars in justification of their Lordships granting special pensions under Clause 9 of the Annuities Act, 1859, with reference to my resigning Office in 1849.
I would most respectfully represent that Governor Bonham informed me that his instructions from Sir Henry Pottinger were to curtail establishments and reduce expenditure, and that the Registration Department would most probably be abolished in the course of a few months; that, while admitting the fact, he was unable to hold out to me any promise of other employment under Government.
I immediately applied for compensation in case of loss of Office, in the shape of a grant of Land in New Zealand.

The Superintendent, with the desire to establish, at this juncture, in the mind of your Lordship and the Commissioners of the Treasury, the conviction that my services may be reasonably considered "special" when contrasted with those of the ordinary class of Government servants in the unhealthy climate from 10 to 4 o'clock.
It is word-gardless, but I beg to refer to the history; and be deemed to justify their Lordships in granting Annuity-Royal pensions.
I beg to state that I carried out my duties with great care and attention, and I believe my services have been of great value to the Government.
